Introduction and background
Juvenile detention center which is also known as JDC is a secured residential program where in the young criminals are detained and confined for correctional treatment. These criminals await the court hearing and the placement in the long term care facilities or correctional facilities. The juveniles go through a separate system of court which sentences them to certain facilities and the programs according to the severity of the crime.
Problem Definition
The system of Juvenile detention facilities have been debated and questioned since very long time with respect to two problems: ineffectiveness and overcrowding of these facilities. The number of juvenile cases has been on constant increase since past fifteen years and because of which the issue of juvenile centers have come under scanner. The overpopulated centers lead to extremely dangerous environment for the young people there and mishandling of the administration of these facilities. The instability of the logistics and maintenance of the facilities has become almost insurmountable task in these facilities leading to the increased incidences of violence and mental disorientation in the juveniles. The problem of overcrowding also results in decrease in the availability of improvement programs and correctional methods for which they are brought to these facilities.
In addition to the problem of overcrowding, these facilities are becoming increasingly ineffective and less impactful to improve the mental condition and behavioral issues in the juveniles and lead high juvenile recidivism rate. These centers are supposed to provide the basic needs for the education, mental health and other rehabilitation facilities for these young offenders who are disoriented with life and require re-channelization of their energy into right direction and positive platform for the future. Lack of education and social skills in these people have a direct link with the recidivism as mental health has a direct effect in criminal tendencies.
The high staff to in-mates ratio also makes the implementation of the mental health and education program difficult because of lack of adequate space for classrooms and sessions. Supervision of incidences of violence becomes a tedious task for the staff that makes sure that the children are locked inside their rooms eliminating the scope of outdoor exercise, visiting, and leisure activities. The facilities exclude these children from school and force them to have food inside the sleeping rooms. These kinds of facilities make them feel like prisoners even before they are sentenced to the long term incarceration. The administrators seek extra-help staff that does not have enough training and experience to deal with the strains created by the congestion. Also, they work overtime and get irritated by the needs of the juveniles. The problem of overcrowding makes even the most efficient and experienced staff ineffective due to which it becomes difficult to retain good human resources personnel.
Problem Identification Process
The identification of the underlying problems and the symptoms was done by carrying out extensive study and the analysis of the case given. The symptoms like violence and increased cases of physical and sexual abuse prevalent in the case were analyzed and the root cause of these problems was found to be the overcrowding of the correctional facilities. The facts and figures given in the case indicate that these problems exist all across the country and hence the problem in the grave need of long lasting and practical solution. The problem is also supported by the examples given in the case to talk about the gravity of the situation. The problem is detrimental not only to the inmates in the juvenile detention centers but also to the entire communities as when these criminals are released and live in the outside world they are a huge social problem to the society.

The data collection for the study was done with the help of secondary sources like the previous literature work being done on the matter of the study, the reports addressing the issue, magazine articles, news articles and the journal articles on the topic. After the theoretical and literature study, the facts and figures related to the case were collected by sifting through the periodical reports mentioning the number of juvenile crimes and the frequency of the criminals going through the correctional system. This data gave the information about the relative measure of the need for the number of facilities across the country. The data was also collected about the actual and postposed budget allocation of the respective state for the juvenile facilities in their states. For the last sixteen years, the legislature of the state of California has enacted various measures which have delegated the task of managing the juvenile offenders to the counties in the state. It was seen that the facilities where in the staff members knew the name of the youths were doing better than the facilities where in the staff did not know them personally.
The increased budget also leads to the change in institutional culture. The policies like total quality management can be implemented if the budget allocation is increased leading to improved quality of food, health facilities and physical activities.
The facilities can publish newsletters to enhance the morale and confidence of the staff. Also, it will aid in the increased attention of the middle level supervision and improved guidance to the inmates.
Finally, the increased budget will result into collaboration of the staff with the outside agencies like rehabilitation centers, motivating speakers and psychiatric help.

Target Population
