The front yard issue is a historical phenomenon that is reported to have begun in New South Wales when a regulation was enacted in the year 1829. This legislation mandated the building of new homes to be at least 14 feet away from the streets in order to ensure there was adequate space in front of the houses for the gardens. By the 1900s, the notion of a front yard had increasingly been accepted in both the private homes as well as the public streets (Smith, 2001).
