‘Opt In’ vs ‘Opt Out’

Legislation is currently before Federal Parliament to allow for the National e-Health record to be based on an ‘opt out’ consent model for individual participation.

Write a report on this topic of between 800-1000 words (excluding diagrams, tables), aIDressing the following:

A short overview of the National e-Health record program, its goals and objectives
A description of both the Opt in and Opt out consent models
Prepare a SWOT analysis of the Opt In vs Opt Out model if applied to the PCEHR (Personally Controlled Electronic Health Record)/My Health Record (Australian Federal Government initiative).
Include the SWOT quadrant diagrams (one for each model) as part of the main body of the report. Note the SWOT should review each model as it applies to:
Organisations,
Clinicians,
Consumers &
Governments.
Outline the major advantages and disadvantages of each model and conclude by endorsing one of the models (include reasons as to why this consent model was favoured).
All work must be referenced. Please ensure you use credible sources of information dated within the last 5 years.

As this is a report you must provide a contents page along with a formal Introduction and Conclusion.
