There are five components to the paper. First, give a brief introduction to your paper

along with a strong thesis statement. Second, set out a discussion of the strategic model.

Third, discuss the political/ideological position of Chief Justice John Roberts. Fourth,

analyze each element of the strategic model relative to Chief Justice Robert’s opinion in

Department of Commerce v. New York (2019). In other words, what were his non-

parametric goals, did he appear to act in a strategic manner, and were there any

institutional constraints that impacted the outcome of the case. Fifth, offer a reasoned

conclusion whether the strategic model explains the decision making of Chief Justice

Roberts in the opinion.
