The full paper will cover the following:

• You will present a new program initiative to their City Mayor as if they were a City Manager seeking approval.
• You will evaluate your hometown, find an area of deficiency that requires addressing and design a program to present for approval. The program may be from any typical Department of a City (Parks, Police, License, etc.).
• Additionally, the program must introduce the Social Theory of “Social Capitol”. Dr. Putnam defined “Social Capital” as “The central premise of social capital is that social networks have value. Social capital refers to the collective value of all “social networks” [who people know] and the inclinations that arise from these networks to do things for each other [“norms of reciprocity”].” For more information please visit this site: Bowling Alone.

To accomplish the task, the City Manager (student) must:

• Identify a public issue that is under the current jurisdiction of the City.
• Describe potential causes for the public issue through academic research.
• Describe the specific function of the program in addressing the issue.
• Provide justification why the program will solve the issue.
• Provide a general operational budget for the program – staff, equipment, etc.
• Create a “script” of talking points for the City Mayor to present to the media and citizens.
• Social Capital – what is the “social network” of the project and how are the “norms of reciprocity” being facilitated? In other words, how are you getting social groups to “buy into” the program to help it succeed?
