I multimillionaire who wants to become a head of a new State asks you the following question. Presuming he is successful in achieving his goal and becomes the head of a new state he emphasizes that he absolutely wants to remain the sole leader of the state. However, he knows that differences of opinion are inevitable at times. For this reason he thinks he might be obliged to use some less traditional means to impose his point of view and keep control of the State. He enjoys traveling and as the head of his state he will have many opportunities to travel. He knows that several countries have adopted special laws that allow them to bring to justice even foreigners if they are suspected of having committed certain serious violations of international law. Is he likely to be tried under such a law for strong action taken against citizens of his own state in a country where he is at an official visit? Is this risk of being brought to justice higher if he is on holidays in such a country?
