One of the key nursing provisions that are making differences after being passed into legislation is on nurse education, practice, and retention. These areas are essential in order for health care to reform into a system aimed at preventive care. The Nurse Education, Practice, Quality and Retention (NEPQR) program, administered by the Health Resources and Services Administration (HRSA), seeks to strengthen the nursing workforce and improve nurse retention and quality of care by expanding the nursing pipeline, promoting career mobility, providing continuing education, and supporting retention activities (U.S. Department of Health and Human Services, 2011). In order for education to build there needed to be more individuals enrolling in baccalaureate nursing programs so under the purpose there were a total of 14 grants given that awarded $4 million. The cost of education can be overwhelming to young individuals just trying to get started in the corporate world. It can also hold individuals back from furthering their career in fear that they won’t be able to afford the cost of it. With this purpose it gives individuals the chance to further their education without the stress of worrying how they will pay back loans. To establish and expand nursing practices in non-institutional settings in order to improve the access to primary health care in lower income communities there were 24 grants awarded to total $8.6 million. Many lower income communities need more education and support than anything. They are willing to seek medical attention but at times just don’t know where to go in order to get services at a lower cost. Nurses and health care providers must make the effort to educate these individuals so they know where they can go for primary care at a lower cost. The retention of nurses has been an issue for years now and seems to be getting worse or not improving at all. The development of internships and residency programs under schools and facilities have been used in hopes of being able to keep health care providers employed by the same facility more than a year. Once a new nurse has graduated there is usually difficulty in seeking employment. Most hospitals want you to have a year or more of experience and don’t provide internship programs. When I graduated I was able to get accepted into one but there were no stipulations. I got a stipend pay and once I completed my 12 weeks of orientation/internship I was good to go. The hospital had this opportunity with has a huge turn over because they hire new nurses, once they have completed from 6month to a year of experience they move on to other opportunities. I’m sure this is the case for any facility that doesn’t require the employee to commit to a contract. With the reform the development and implementation of residencies and internship programs that work with accredited schools there is more encouragement to individuals to stay with a facility rather than leave so quickly.

Another nursing provision is the nurse loan repayment and scholarship programs. It has provided loan repayment for students who serve for at least two years as a faculty member at an accredited school of nursing. With this provision the NURSE Corps Loan Repayment Program has enabled dedicated registered nurses committed to caring for underserved people to serve in hospitals and clinics in some of America’s neediest communities, improving the lives of their patients and transforming their own. The members assist in creating healthy communities particularly in poor urban and rural areas while at the same time building their own career. NURSE Corps Loan Repayment Program sets registered nurses (including advanced practice registered nurses and nursing faculty) on a rewarding career path while paying off 60 percent of their unpaid nursing student loans in just 2 years – plus an additional 25 percent of the original balance for an optional third year (U.S. Department of Health and Human Services, 2016). Then in return the members help tons of nonprofit hospitals, clinics, nursing schools and other facilities located in designated mental health or primary medical care Health Professional Shortage Areas across the U.S.
