Discuss the development of a plan for implementing and monitoring your project, program or policy. Prepare a 2-3-page outline of the monitoring plan. You may want to supplement this as you read further in the course.

I.Identifying how and when to carry out the action plan

A.How and when to distribute information between all levels of law enforcement

B.Development of teams of fire, police, mayors and health workers for each county in each state for quick response to a particular action or event

II.Responsibilities at each level in response to an action or event

A.Fire Personnel

1.Access to venues-fire personnel have access to buildings that many are denied access to therefore they serve as passive collectors to observation of an action or event during the course of their regular job duties

2.Access to areas containing hazardous materialsfamiliarity with these materials and their potential damage; ability to observe & report suspicious unusual conditions

3.Observation

4.Detection of WMDs (weapons of mass destruction)carry radiation detectors to help assist with discovery and may again observe or detect symptoms of exposure

5.Protecting infrastructuresevaluate buildings physical integrity, operationalo challenges and ways of escape

B.Police

1. Develop a community policing philosophyanalyze terror issues; perform threat analysis; develop appropriate responses; training of officers to facilitate the shift to community policing

C.Mayor

1.Get first responders involved via 911

2.Take command of the incident

3.Warn and evacuate as needed

1.Monitor health status of an area for biological, chemical or radiological action or threat

2.Diagnose and investigate infectious diseases and environmental health issues

3.Inform, educate and empower people on specific health issues due to threat or emergency issue

4.Mobilize state and local partnerships to identify and solve issues before, during and after the event

5.Develop plans and evaluate their effectiveness after each incident

6.Train competent workers to perform necessary tasks for an emergency

7.Research new insights and solutions for health issues related to hazardous biological or chemical agents.
