The effects meaningful use and certified health records technology is greatly felt in the health care system. These comprises of both the positive and the negative effects of the certified health records in the health care system (Nicolas,2005).

History of the problem and why it is a problem

Certified health records technology includes the electronic storage of medical information belonging to patients in within an institution. The effects of the meaningful use and certified health records in the health care system can be traced back to a time in history when it became so difficult and hectic to rely on paper based information on the patients within the health care institutions. The shift from manual paper – based records to meaningful use is a problem since most of the staff in the medical institutions had to adopt and learn the skill of operating the new technology together with the challenges of these new technology( Nicolas,2005).

Where and for whom it is a problem

The meaningful use and certified health records is a problem in the health care institutions and all the other services which have a direct link to the institutions such as the ambulance services. The meaningful use and certified electronic records is a problem to the medical staff as well as those working with the ambulance services. The problem arises when the staff is not a position to access the patients’ details and information due to lack off the skill associated with the electronic health records.

The purpose of my research on this problem

The purpose of my research on this problem was to identify the various effects of the meaningful use and certified electronic health records technology on the health care records. There are both positive and negative effects of the meaningful use and the certified electronic health records technology (Abrams,2011).

To begin with, some of the positive effects of the meaningful use and certified electronic health records technology include the issue of the storage space. With the electronic health recordstechnology, there is less usage of storage space as opposed to the paper based records. The paper based records required a lot of storage space due to the volume of the records.

The certified electronic health records has increased efficiency in the medical institutions since there is a likelihood of occurrence of less errors in the keeping of the health records. This is opposed to the paper based records which has so many errors. This could also be explained in terms of the time taken to retrieve information found in an electronic storage media which is lesser compared to retrieving paper based records which is time consuming (Abrams,2011).

On the contrary, the health care technology has led to faster speed when it comes to accessing the health care records. The increased access could also increase the chances of illegalised accessibility. The health records could be hacked by malicious persons and tamper with them (Kierkegaard,2010).

There is also increased cost in the healthcare system as many of the medical staff have to be trained on how to use the new technology. The increased cost of training is met by the customers who use the services hence high cost of the medical services

If the meaningful use and the certified electronic health records technology has to be very effective, key measures has to be put in place to ensure effectiveness.

What is a policy Paper?
Policy papers are different from the standard research papers in several
respects:
1. They are usually aIDressed at a non-academic audience, such as a
particular official, agency, or organization
2. They often focus on prescriptive questions. They may begin by
diagnosing a particular issue or situation, and typically argue for a
solution that will aIDress that issue or situation
3. Often, policy papers are focused on being persuasive. The intention is
to convince the target audience that your position is the correct one.
4. Evidence in support of a position is crucial. This is also important for
research papers, but it tends to be absolutely critical in policy papers.
Policy papers are written efficiently. Remember €“ your audience often does
not have much time and does not want to read a book on the subject. Indeed,
often policy papers are accompanied by policy briefs which summarize the
papers in a page or less.
So What Types of Paper can you write for the class?
A. Position Statement
A Position Statement is a carefully prepared expression on crucial, broad
and recurrent issues relating to the work and mission of association
members, which represents the association’s view. It is the result of
thorough study of an issue, and advocates particular actions or expresses
a definite opinion. A Position Statement defines the association’s official
policy on a specific subject.
In aIDition to setting forth the association’s policy on a topic, a Position
Statement includes background information and discussion in order to
provide a more complete understanding of the issues involved and the
rationale behind the position(s) set forth. A Position Statement frequently
cites outside sources and may include a bibliography.

A Position Statement reflects topics of shared concern and consensus
among the membership and provides guidance for the Chapters, staff, and
Board of Directors. Position Statement concepts or language are
incorporated into local policies and procedures.
Discussion Paper
A Discussion Paper is an authoritative report on a major issue, as by a team of
journalists, which has been prepared to attempt to more fully explain a specific
topic. It is distinguished from a Position Statement in that it does not express an
opinion€”it is an unbiased presentation of the facts that provides balanced
information. A Discussion Paper would typically present both the pros and cons
of a particular issue.
A Discussion Paper does not stand by itself as a statement of association policy
but may be used to formulate policy.
Desk Study
A desk study is the collation and review of information already available about a
topic. It is carried out during the early stages of policy formulation or analysis. A
desk study is aimed at informing and guiding a client or your employer. The desk
study is often described as Phase 1 the policy crafting process.
