Course Project Telecom Law and Regulation Contrast and Comparison Final Paper Due by November 13, 2013

The objective of this course project is to develop a 12 to 14 page research paper on an area of telecommunications policy. The Cover Page and Work Cited Page do not count for the 12 to 14 pages of work.

 

Approach the project as if you were recommending policy initiatives to the FCC.

 

DEADLINE FOR THE PAPER is two weeks and must be completed by November 13, 2013.

 

NOTE: ALL REFERENCES MUST BE VERIFYABLE via an Internet URL or a PDF file for book sources which must be provided by the instructor.  Scholarly journals can be used, but again the link to the article and access to the article must be provided or a PDF copy of the article must be provided.

 

*****A copy of just the Work Cited page should be provided after week 1 in order for me to begin verifying sources.  Please provide a copy of the Work Cited / Bibliography on November 5, 2013. If a rough draft of the final paper is available it would be greatly appreciated if it could be provided at this time.

The analysis will have two sections:

  1. Examine the view that suggests that the FCC should regulate Internet, and then discuss the implications of federal regulation for key stakeholders (telecommunication and technology companies, the consumer, and other business and industries).
  2. Contrast and compare the benefits and risk to society if there is federal regulation in this technology area as opposed to past successful or unsuccessful federal regulation of telecommunications technologies. To what extent should there be federal regulation and what elements would your policy recommendation include to the FCC? Include current information on how the FCC regulates the Internet.  If you believe that the Internet should not be regulated at all, provide your rationale; otherwise, include your suggestion to the FCC on how the Internet should be regulated and your rationale. Please examine and discuss each element of this objective.

The following are best practices in preparing this paper.  The paper should be 12-14 pages in length.

  • Cover Page: Include who you prepared the paper for, who prepared it, and the date.
  • Table of Contents: List the main ideas and sections of the paper and the pages where they are located. Illustrations should be included separately.
  • Introduction: Use the header, “Introduction”, on this part of your paper. This will indicate that you are introducing the paper and clearly introduces and defines the telecommunications policy and issue, which must explain why the issue is important. This sets the foundation for the paper.

    The purpose of an introduction or opening is to

1.       introduce the subject and why the subject is important;

2.       preview the main ideas and the order in which they will be covered; and

3.      establish the tone of the document.

Include in the introduction a reason for the audience to read the paper. Also, include an overview of what you will cover and the importance of the material. (This should include or introduce the questions you are asked to answer in each assignment.)

  • Body of the Report: Use a header with the name of the project. An example is “The Regulation of the Internet and the Effects on Commerce.” Proceed to break out the main ideas: state the main ideas, the major points of each idea, and provide evidence. Show some type of division, such as separate, labeled sections; separate groups of paragraphs; or headers. Include the information you found during your research and investigation.  Clear connections should be established between the pieces of the paper, including the Internet area and the analysis should utilize at least 3 Telecommunications Law theories that are discussed ( Example – U.S. Constitution and the Communications Act of 1934 ) . 
  • The Body of the report MUST include the view that suggests the Regulation of the Internet,  the implications of federal regulation for key stakeholders (telecommunication and technology companies, the consumer, and other business and industries) as well as a comparison and contrast of the benefits and risk to society if there is federal regulation in this technology area as opposed to past successful or unsuccessful federal regulation of telecommunications technologies.   • Summary and Conclusion: Summarizing is similar to paraphrasing but presents the gist of the material in fewer words than the original. An effective summary identifies the main ideas and the major support points from the body of the report; minor details are left out. Summarize the benefits of the ideas and how they effect the subject.
