These policies become hard to be carried out in the long term as they may be counter-productive to the needs of the nation. Many countries lack human resources that have the skills and knowledge required to implement the newly formed maritime policy as it is a complex process which involves dealing with conflicting and competing values and uses, and where&nbsp.technical issues dominate over the social and political ones.
