How does failed and contradictory government intervention exacerbate the life circumstances of homeless people? How and why was there a “great U-Turn” in policy in the U.S.?

What are the advantages and disadvantages of qualitative/ethnographic versus quantitative/survey research? Why and how are there significant differences in the personal experiences of homeless people? Why does the life course matter?
