This week, you are to develop an initial agreement for the Revitalizing Masachapa Project. The initial agreement design should identify the following: Who owns the process, who should be involved in the process, what should be contained in the initial agreement, what should be the process design and action guidelines for each of the phases of the project, and what are the clear and attainable expectations and goals for the project.

• Building on the Strategy Change Cycle discussed in Chapter 2 (Bryson, 2018), consider the importance of the initial agreement in the RMP planning process.

• The purpose of the strategic planning effort for the RMP
• The project’s owners, or champions
• The key stakeholders involved
• The steps to be followed during the process
