The article puts it that, scientific studies have shown an increase in fact a doubling- in emissions of substances scientifically known to change the atmosphere since 1973. The article gives an overview of what legislations and conventions have managed to achieve so far in the protection of the ozone layer. The article takes us through the various protocols that have been used by the international community to help in protection of the ozone layer. It shows why the Montreal Protocol (the first protocol on environmental protection) had much success in fostering international responsibility between various countries towards the protection of the ozone layer and the environment. It gives us the valuable lessons learnt from the Protocol and explains why we need those to use those lessons as a guideline to formulate effective international success in promoting climate change. The article further takes us through the Kyoto Protocol (which is the current Protocol) and explains why it views the Kyoto Protocol has failed to ensure promoting proper climatic change. It explains that the Kyoto Protocol failed by deviating away from some of the most important environmental legal principles that helped the Montreal Protocol to foster the international spirit of cooperation towards a positive and desired climate change. The writers propose that since the Kyoto Protocol is set to expire this year (2012) the factors that made the Montreal Protocol a success should be incorporated in the next protocol on climate change.
