A research on the level of preparedness of US hospitals since the establishment of the HPP in 2002 has depicted some findings open to discussion. One of the findings stands out explaining how disaster preparedness of individual hospitals has significantly improved throughout the country since the start of the HPP. Although not many hospitals participate in the HPP, hospitals have continued to show that they are the backbone of medical response to mass casualty emergencies and outlines key preparedness and response activities. Non practicing hospitals fail to join the program due to lack of adequate resources to rise up to the specification standards of the HPP hence some drop out of the program or never join at all. However, only a few

of hospitals have dropped out of the program.
