this course you have covered the various stages of public policy from agenda setting to lobbying to implementation. The final stage you will examine in this discussion is policy termination, when a policy is repealed. There are many reasons that policy termination may occur, one of which is when sub-par policies are implemented based on the compromise of opposing factions. Don’t Ask Don’t Tell (DADT) was an example of a public policy that was a compromise between the Clinton administration and its opponents in Congress and the military. Compromise sometimes yields good policy, but sometimes it produces internally inconsistent and counterproductive policy. The LGBT Rights social movement worked hard to repeal this policy, even though many in the government and the military were not ready to remove the policy. 

For this discussion, review the required resources and using DADT as an example please address the following:

1. What do you see to be the potential strengths and weaknesses of policy borne of compromise?
2. The 18-year process of repealing DADT suggests that policy termination can be a lengthy process. Should policies be inherently difficult to terminate, especially those rooted in public attitudes?
3. Describe at least one direct (i.e. direct action against DADT) and one indirect (i.e., shifting cultural attitudes) way that the LGBT rights social movement supported the repealing DADT.  ?
4. In general, how can a social movement help to implement or repeal a public policy?  What is another example of a social movement implementing or repealing a policy?

Your initial post should be at least 300 words in length. Support your points with scholarly references, appropriate citations, and full references at the conclusion of your post. Cite your sources in APA format. Review several of your classmates’ posts, and then, provide a substantive response to at least two of your classmates by Day 7. What, if any, additional insights would you share with your classmates regarding change and termination of public policy?

Your Final Paper is to be a comprehensive research study on one of the following public policy topics:

• Environmental Concerns
• Immigration
• Health Care
• Primary and Secondary Public Education
• Social Security
• Welfare

Your analysis of the topic will include:

1. The scope and nature of the public policy problem.
2. How the problem came to public and political awareness.
3. The evolution of related public policy.
4. Level of government and the actors involved.
5. The intergovernmental structure and political concerns.
6. Conflicting public opinion and impact on policy solutions.
7. The approaches to policy formulation, adoption, and evaluation.
8. The suggested policy direction (continuation, change or termination) and future impact.

Writing the Final Paper
The Final Paper:

1. Must be eight to ten double-spaced pages in length (including title and reference pages), and formatted according to APA style as outlined in the Ashford Writing Center.
2. Must include a title page with the following:

   4. Instructor’s name
   5. Date submitted
3. Must begin with an introductory paragraph that has a succinct thesis statement.
