The increasing numbers of baby boomers coupled with the federal deficit and budgetary woe’s has created concerns about how the program and service needs of the boomers will be met.
Yokum and Wagner (2014) state that there are many issues that need to be addressed related to the OAA and they pose the following question for consideration. “Should the federal program (OAA) continue to be a program that is entitlement based on age or should an individual’s level of need be the primary factor in allocation of OAA resources?” (page 46).
