A local city council is planning to build a new school for 11-18 year olds. This follows manyyears of parental pressure. The local population in the city and surrounding areas has grownover the last 10 years and many of the city’s current schools are over-subscribed and overcrowded.This is affecting students’ performance. The target catchment area, within which all pupils of the new school must live, containsseveral successful primary schools for children aged 4-11 years. Funding for the new schoolwill come from the central government Education Department. However, the Minister forEducation has stated that if building of the school is not started within 12 months then thefunding will be withdrawn.The local city council has considered two sites for the proposed school:?? The first (favoured by the local parents’ pressure group, many of whom live locally) isa large area of unused playing fields, near main roads. The increased traffic caused bythe school is likely to cause traffic congestion in the local area at commuter times. The second, a smaller green-field site, is close to a heavy residential area but it iscloser to the catchment area than the first site. There may be some disruption to localwildlife if the school is situated on this site. The local council prefers the second option, locating the school on the smaller green-fieldsite. They are now looking to gain formal planning permission for the new school.
